To download and install the Creation Kit you must have Steam already installed in your computer, and through Steam you should

click on your "Library" tab, then select "Tools". Under the "Tools" pannel, look for "Skyrim Creation Kit" on the list, select it, download and install.

After the Creation Kit has been succesfully installed, you can use it in offline mode if you need to.
